As the Clinical Projects Manager, reporting directly to the Associate Executive Director, Foundry Central Office, you will be responsible for managing clinical, service, and program related projects.  You will engage broadly across the organization to ensure that key stakeholders understand the scope of the projects .  You will work closely with , Foundry Central Office teams such as the Service, Virtual, Knowledge Translation, and Evaluation/Data teams to support and coordinate clinical and service innovation at Foundry.   You will be responsible for helping to support those across the organization to articulate their ideas, the value to youth and families, strategic alignment with organizational priorities, and the case for investment.     

Through your career to date you have gained a strong understanding of clinical services and project management, preferably through formal qualifications.  You are action-oriented, and use process and evidence to support results.  You are able to communicate effectively and build relationships with a diverse group of internal and external stakeholders, and have an understanding of change management principles.  If you have a clinical background and have lead project initiatives through clinical operations that will give you a distinct advantage. Strong knowledge of BC’s public health care system, in  mental health [GU1] settings, is required.  Most importantly, though, you will be able to demonstrate your flexibility and adaptability: you will thrive in an evolving environment. You will be just as happy to (metaphorically) role your sleeves up to develop a detailed business case or project plan, as you will to make a presentation to our  Leadership Team or a potential funding partner.  You will track the status of ideas, report on progress, and help us to celebrate our successes.

Reporting to the Director or designate, the Project Leader is responsible for leading and coordinating project activities to ensure project deliverables are completed on time and on budget. Works with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation, effective communication and addressing potential barriers to success. Communicates with all levels of staff and management to facilitate consensus, consult, negotiate and share information. Liaises with staff, consultants, other health care entities and other external agencies, as needed. Develops sustainable education plans and evaluates outcomes and acts as a resource for staff.

Skills

  • Comprehensive knowledge of project management principles and methodologies and ability to coach staff on these skills.
  • Ability to utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Broad knowledge of health care delivery systems in primary, acute, residential and community settings.
  • Effective communication skills to function within a complex interdisciplinary environment involving physician and nursing communities.
  • Effective facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes.
  • Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.
  • Uses sound business acumen to manage the fiscal resources of assigned projects/services in a manner that is financially responsible and consistent with overall goals of the organization.
  • Ability to work effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Functional knowledge of word-processing, spreadsheet, presentation, project management and database applications.

Education

  • Bachelor’s Degree in relevant discipline (Master’s preferred) and seven (7) to ten (10) year’s recent, related experience including experience in a health care setting that includes managing large-scale projects, facilitating and managing consultation processes with a wide range of stakeholder groups, or an equivalent combination of education, training and experience.

Duties

  • Develops detailed project charter and project plans outlining goals, objectives, timelines and project deliverables.
  • Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed, and ensures readiness for project implementation.
  • Tracks project progress according to project plan, monitors and reports on the status of projects and major issues/obstacles encountered. Makes recommendations regarding projects scope changes, rationale for change, seeks consensus and proceeds as needed.
  • Acts as a resource to project team and staff. Provides support and maintains project timelines.
  • Implements and/or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
  • In collaboration with Project Sponsor, develops a budget plan for the project that meets the goals and objectives of the project, monitors expenditures, identifies financial issues, and seeks to adhere to budget or take corrective action. Recommends and/or negotiates contracts for provision of goods and services as required.
  • Communicates with stakeholders, project sponsors and the organization on the scope and status of the project, benefits to stakeholders/others, obligations and responsibilities and changes in processes. Ensures questions and concerns are addressed in order to achieve buy in.
  • Meets with stakeholders, explains perimeters of project and seeks input from the interdisciplinary team. Establishes roles and responsibilities of team members, identifies skills required and discusses timelines for project. Directs work of team members as applicable to project.
